How to turn off blur when recording on digital camera?

Im using photo camera 9.1 CASIO, when I use it to record video, then move the camera around , the screen became blur and the fps decreased. Im gonna use it to make some shots for movies but I cant if its still blur like that.

Is there anyway to disable the blur and make the fps for the recording to be increased?

The folks in the camcorder category could probably give you a better answer. My answer is to slow down your panning.

and for a reasonable price? I am trying to get a camera for....lets say under $200 but still takes great high quality photos

Sony tx5- it's freeze proof , dust proof, water proof, and shockproof. It records 720p vid and takes pics at 10.1 mp. It's nice megapixels don matter
